There were laws about who was allowed to touch velvet.
Weaving it meant running a second warp over rods and cutting every loop by hand, so the cost was enormous and the cloth became a marker of rank. European sumptuary law then made the marker official. Statutes named which classes could wear velvet, in what colors, and in what quantity, and enforced it.
Now it is a blanket on a couch. Some things get democratised. Most of them by machine.
