In 2005 a group at MIT actually tested it.
They built three foil helmets, put them on subjects in an anechoic chamber, and swept radio frequencies from ten kilohertz to three gigahertz to measure what the foil did. The helmets attenuated most bands as expected. But at certain frequencies they did the opposite. They amplified the signal, by as much as thirty decibels.
The bands that got boosted were the ones allocated to GPS and mobile service. The paper was written as a joke. The measurements were real.
