Copy is a literal instruction.
Telegraph operators wrote incoming traffic down by hand, and asking whether the other end could copy meant asking whether they were physically getting it on paper. Roger is the same story. R stood for Received in the old phonetic alphabet, and when the alphabet changed to Romeo the word stayed because too many people already knew it.
Radio procedure is full of fossils. Nobody has copied anything in eighty years and we all still ask.
