The pattern is Persian. The name is Scottish.
Paisley is a mill town outside Glasgow that spent the 1800s mass-producing copies of Kashmiri shawls it had no cultural claim to. The copies were cheap, they were everywhere, and within a generation the town had taken the name of the thing it was imitating.
The copy outlived the original and got to keep the title.
